USAID/Uganda welcomes you to submit concept notes in response to the release of this Annual Program Statement (APS).

This APS is intended to increase the sustainability and impact of USAID/Uganda's development assistance through civil society and non-governmental organization related partnerships in the following areas:

1. MEDIA STRENGTHENING

USAID aims to support a vibrant media environment as a key tenet of a healthy democratic society, in which media organizations, civil society, journalists, and the public freely enjoy their right to freedom of speech and expression.

2. CIVIC EDUCATION AND ENGAGEMENT

USAID seeks to support civic education and youth engagement to enhance civic agency, civic engagement, and strengthening demand side and voice interventions aimed at enhancing access, and informed youth participation in Uganda's governance processes. USAID sees opportunities to focus on key groups including, but not limited to, youth and women and enhancing collaboration with state agencies that accredit civic education. USAID also sees opportunities in interventions able to use technology and channels / spaces readily appealing to youth and other focus groups, keeping in mind access challenges posed by technology.

Background
The United States Agency for International Development in Uganda (USAID/Uganda) seeks applications from non-profit and for-profit organizations to participate in USAID’s Uganda Democracy, Human Rights, and Governance (DRG) Annual Program Statement (APS). The APS is intended to increase the sustainability and impact of USAID/Uganda’s development assistance through civil society and non-governmental organization related partnerships in the areas of Civic Education and Engagement and Media Strengthening.

Grant Details
This APS requires submission of a three-page concept paper that answers the questions provided in SECTION D: APPLICATION AND SUBMISSION INFORMATION. Interested organizations must read this document in its entirety and follow the instructions to apply to this APS. Depending on the response, USAID/Uganda may make multiple awards or, if there are not sufficiently suitable submissions, none. The total amount of funding to be awarded under this APS is estimated at approximately US Dollars (USD) $25 million. Resulting awards are not expected to exceed USD $15 million per award. The period of performance must be 60 months or less.

Eligibility Requirements
Eligibility is unrestricted. Eligible implementing partners include non-governmental/non-profit or civil society entities, private sector independent media organizations, Local Entities, Locally Established Entities, New Partners, and Non-traditional Partners as Implementing Partners.

Period of Performance
The period of performance must be 60 months or less.

Grant Value
The total amount of funding to be awarded under this APS is estimated at approximately USD $25 million. USAID/Uganda intends to award 2-3 Fixed Amount Awards, Cooperative Agreements, Renewal Awards, and/or Simplified Grants. Resulting awards are not expected to exceed USD $15 million per award.
