EDA invites organizations that support technology- and innovation-centric, high-growth companies (including but not limited to startups) as they develop, demonstrate, and deploy the next generation of critical and emerging technologies to apply for Build to Scale funding. The Build to Scale program aims to:

build public and private capacity for entrepreneurs and innovators to invent, improve, and bring to market new products and services in critical, emerging, and transformative sectors and industries3;

accelerate the growth of regional economies that are focused on industries of the future;

empower communities to provide proof-of-concept and commercialization assistance to technology innovators and entrepreneurs; and

equitably and inclusively increase access to capital for technology-enabled entrepreneurs.

This grant program supports organizations that may be operating initiatives to unlock investment capital across a region or sector, operating programs to accelerate company growth, empowering the next generation of entrepreneurs, or otherwise enabling technology commercialization. Frequently, entrepreneurs working in one or a set of related industries and technologies benefit from complementary resources, facilities, and labor markets. Awards made under Build to Scale may only fund operational and programmatic costs related to developing and supporting regional innovation initiatives. Award funds may not be passed or transferred directly to beneficiaries (i.e., participant startup companies and individuals) served by the program being funded by award funds.

Background
The 2024 Build to Scale program, administered by the U.S. Economic Development Administration (EDA) under the Department of Commerce, invites organizations that support technology- and innovation-centric, high-growth companies to apply for funding.

The program aims to enhance public and private capacity for entrepreneurs to develop and commercialize new products in critical and emerging sectors, accelerate regional economic growth, empower communities with commercialization assistance, and increase equitable access to capital for technology-enabled entrepreneurs.

Grant Details
The Build to Scale program supports operational and programmatic costs related to developing regional innovation initiatives. Eligible projects must include:
- Activities that build capacity for entrepreneurs to bring new products to market in transformative sectors.
- Initiatives that accelerate growth in future-focused regional economies.
- Community empowerment efforts providing proof-of-concept and commercialization assistance.
- Strategies that increase equitable access to capital for technology-enabled entrepreneurs.

Funding may not be used for direct subsidies to participant companies or individuals, nor for activities already funded by other federal programs.

Eligibility Requirements
Eligible applicants include:
- States
- Indian tribes
- Cities or political subdivisions of a State
- Nonprofit organizations
- Institutions of higher education
- Public-private partnerships
- Science or research parks
- Federal laboratories
- Venture development organizations
- Economic development organizations focused on science, technology, innovation, or entrepreneurship. Individual applications are not eligible.

Period of Performance
The anticipated period of performance for awards is between 24 to 60 months.

Grant Value
The total funding available for the program is $50 million, with individual awards ranging up to $5 million.

Place of Performance
The grant will be performed across various regions throughout the United States.
