Port Infrastructure Development Program Background: The Infrastructure Investment and Jobs Act authorized and appropriated $450 million for the FY 2023 Port Infrastructure Development Program (PIDP). The Consolidated Appropriations Act, 2023, appropriated an additional $212,203,512 for the FY 2023 PIDP. Therefore a total of $662,203,512 is available for the FY 2023 PIDP.
Background
The Infrastructure Investment and Jobs Act authorized and appropriated $450 million for the FY 2023 Port Infrastructure Development Program (PIDP). The Consolidated Appropriations Act, 2023, appropriated an additional $212,203,512 for the FY 2023 PIDP. Therefore a total of $662,203,512 is available for the FY 2023 PIDP. The PIDP statute establishes the port and intermodal improvement program to improve the safety, efficiency, or reliability of the movement of goods through ports and intermodal connections to ports.

Grant Details
The FY 2023 PIDP grants will be awarded on a competitive basis to assist in funding eligible projects for improving facilities within or outside of and directly related to operations of or an intermodal connection to coastal seaports, inland river ports, and Great Lakes ports. The grants will align with strategic goals including reducing greenhouse gas emissions in the transportation sector, enabling clean energy deployment, incorporating climate resilience measures, addressing environmental justice, supporting labor standards and training programs, and promoting wealth creation. The program will not fund construction or purchase of a vessel unless determined necessary for specific projects. Eligible projects include capital projects for improving safety, efficiency, or reliability of loading/unloading goods at ports, movement of goods into/out of/around ports, operational improvements including port resilience, and environmental and emissions mitigation measures.

Eligibility Requirements
Eligible applicants include port authorities, commissions or subdivisions under existing authority, State or local governments, Indian Tribes, public agencies with transportation functions, multistate/multijurisdictional groups of entities, or lead entities jointly with private entities. Federal agencies are not eligible applicants. Cost sharing requirements state that the Federal share may not exceed 80 percent but may be increased for projects in rural areas or small projects at small ports. Eligible projects must be located within or outside the boundary of a port and directly related to port operations or an intermodal connection to a port.

Grant Value
Up to $662,203,512 is available for grants under this program. The minimum award size under the FY 2023 Appropriations Act is $1 million. Funding requests below this minimum will only be considered for funding from the BIL. There is no maximum award size specified.
