Title
Integrating the Advanced Correlator-Navy (ACOR-N) Data Fusion Processor into the Command and Control Experimentation (C2X) Capability to Enhance Its C
Abstract
The Wilson Eagle Limited Partnership and its subcontractors, Jove Sciences, Inc. and Big Bear AI, collecttively are the Advanced Correlator-Navy (ACOR-N Team, and our proposal consists of a Base Task and Option task, and the technical objectives are described below: Phase I Base Task Technical Objective: The ACOR-N Team will design and develop the software containerized/Dockerized modular plan to integrate each ACOR-N software module into C2X. The ACOR-N processing plan will first ingest the CMF/IBS data, process with ACOR-N, and output tracks to three C2X selectable displays on a single COP. First, all tracks will be displayed to the maritime situational awareness COP. In a second COP display, AREF and ACOR-N COMEXT CENOT Filter (ACCF) will be used to filter out all commercial ship tracks and focus on ANCs and ANSSs with a likelihood of classification for each of these contacts. In a third COP for long range fire support display, contact tracks of very high priority, determined by COMTHIRDFLT and COMPACFLT, will be zoomed for near real time assessment and subsequent input to the Fleet and combat system firing solution. AI/ML algorithms will be developed for each of the three COP displays as tactical decision aids for the operator to assess the state of each displayed track. Base Task Deliverable: A Phase I Report showing details of the design for installing the CMF/IBS to AREF processor that will produce the same results obtained on WESTPAC data that the ACOR-N Team and COMTHIRDFLT MIOC processed in close coordination over the past three years. A summary of additional sensor sources other than the CMF/IBS feed will show the details of their connectivity to C2X via SIPRNet and JWICS. Option Task Technical Objective: The ACOR-N Team will design and develop the ACOR-N containerized/Dockerized ACOR-N software module software interfaces to existing C2X software modules, and develop a ACOR-N/C2X software integration plan, including both the ACOR-N DFP and PB/PoL processors shown.. The role of AI/ML algorithms will be designed and developed into the ACOR-N/C2X integration plan. Option Task Deliverable: The Phase I Base Task Report will be enhanced to show a Final Phase I Report with details of the C2X/ACOR-N integration design with measured data used to show the three COP displays. A detailed discussion of the AI-ML algorithms used in the CMF/IBS to AREF processor and the PB/PoL processor will be presented. A Plan for the Phase II effort will be presented in detail. Anticipated results of the proposed ACOR-N/C2X Integration Plan: The ACOR-N DFP and PB/PoL Processor with connectivity to CEC and Minotaur sensor sources will greatly enhance C2X s capability to detect, track, classify, and identify contacts of high interest to the Fleet. The PB/PoL processor developed in Phase II, if awarded, will provide C2X the capability to detect seven types of anomalous behavior, and collect in store valuable historical track information on contacts of high interest.
Research Objective
The goal of phase I is to establish the technical merit, feasibility, and commercial potential of proposed R&D efforts and determine the quality of performance of the small business awardee organization.
