Sep 2018: General Dynamics Electric Boat Corp., Groton, Connecticut, is awarded a $480,601,156 cost-plus-fixed-fee modification to previously awarded contract N00024-17-C-2117 in preparation for fiscal 2019 and 2020 lead ship advance procurement/advance construction, and long lead time material funding in support of the Columbia class fleet ballistic missile submarines. Work will be performed in Quonset, Rhode Island (55 percent); Newport News, Virginia (40 percent); and Groton, Connecticut (5 percent), and will be subsumed into the lead ship construction contract in October 2020.  The award is being combined with a previously scheduled United Kingdom funding modification in the amount of $10,000,000. Apr 2019: General Dynamics Electric Boat, Groton, Connecticut, is awarded a $269,264,180 cost-plus-fixed-fee modification to previously-awarded contract N00024-17-C-2117 for the manufacturing of 42 missile tubes and missile tube outfitting material in support of the Columbia class fleet ballistic missile submarine (SSBN) and the United Kingdom (UK) Dreadnought.  Work will be performed in Quonset Point, Rhode Island (71 percent); and York, Pennsylvania (29 percent), and is expected to be completed by May 2028.  This is a joint U.S.-UK Common Missile Compartment program, and this modification includes UK foreign military sales funding.  Fiscal 2019 shipbuilding and conversion (Navy); and foreign military funds (UK) funding in the amount of $49,500,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

May 2019: General Dynamics Electric Boat (GDEB), Groton, Connecticut, is awarded a $497,012,105 cost-plus-fixed-fee modification to previously-awarded contract (N00024-17-C-2117) for a submarine industrial base development and expansion in support of Columbia-class fleet ballistic missile submarines, as well as the nuclear shipbuilding enterprise (Virginia class and Ford class), as part of the integrated enterprise plan and multi-program material procurement and production backup units.  This submarine industrial base development and expansion effort utilizes the enhanced acquisition authorities contained in 10 U.S. Code §2218a, National Sea-Based Deterrence Fund, to improve sub-tier vendor stability and gain economic efficiencies based on production economies for major components.  The nuclear shipbuilding industrial base is ramping up production capability to support the increased demand associated with the Navy’s force structure assessment.  Improved capacity at the sub-tier vendors reduces risk to the Columbia, Virginia, and Ford class programs.  This modification supports GDEB’s execution of funding authorized in fiscal 2019 National Defense Authorization Act (NDAA) and appropriated by the Department of Defense Appropriations Act, 2019.  This contract will be incrementally funded, with $177,155,000 obligated at time of award.  In addition to the locations listed above, performance of work is anticipated at additional locations; however, this information is competition-sensitive and is therefore not disclosed.  Work will be performed in Groton, Connecticut (80 percent); Quonset Point, Rhode Island (10 percent); and Newport News, Virginia (10 percent), and is expected to be completed by December 2031.  This work is furtherance of the fiscal 2019 NDAA (Public Law 115-232) and the Department of Defense Appropriations Act, 2019 (Public Law 115-245), which authorized and appropriated additional funds for submarine industrial base development and expansion to ensure second- and third-tier contractors are able to meet increased production requirements.  Fiscal 2019 National Sea-Based Deterrence Funds in the amount of $177,155,000 will be obligated at the time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Work will be performed in Quonset Point, Rhode Island, and is for the manufacturing of 18 missile tubes in support of Columbia-class fleet ballistic missile submarines and the United Kingdom (U.K.) Dreadnought. Work is expected to be complete by May 2028. This is a joint U.S. and U.K. common missile compartment program, and the modification is funded with U.K. Foreign Military Sales funding. Jun 2020: General Dynamics Electric Boat Corp., Groton, Connecticut, is awarded an $869,043,785 cost-plus-fixed-fee and cost-plus-incentive-fee modification to previously awarded contract N00024-17-C-2117. This modification includes continued design completion, engineering work, affordability studies and design support efforts for the Columbia Class fleet ballistic missile submarines (SSBNs). Work will be performed in Groton, Connecticut (41%); Quonset Point, Rhode Island (14%); and Newport News, Virginia (2%), with other efforts performed at various sites throughout the U.S. (43%). Further, the action includes U.K. Strategic Weapon Support System kit manufacturing; expansion of the domestic missile tube industrial base; and submarine industrial base supplier development efforts. The submarine industrial base development and expansion efforts improve sub-tier vendor stability and gains economic efficiencies based on production economies for major components. The contract modification also provide continued support for class continuous production of shipyard components, shipyard labor in support of fully outfitted missile tubes, and submarine industrial base development and expansion as part of the integrated enterprise plan (IEP) and multi-program material procurement supporting Columbia SSBNs and the nuclear shipbuilding enterprise (Virginia-class and Ford-class). This modification procures missile tube long-lead-time material; missile tube manufacturing; additional advance procurement, including advance construction and multi-program material-procurement, and production backup units; planned program equipment replacement and spare material for follow-on Columbia-class submarines; and logistics/sustainment support for the U.S. and United Kingdom programs. This modification also includes additional Submarine Industrial Base (SIB) enhancements as part of the Integrated Enterprise Plan and multi-program material procurement supporting Columbia-class ballistic missile submarines and the nuclear shipbuilding enterprise (Virginia-class and Ford-class).
