Background
The U.S. General Services Administration (GSA) is a Federal agency responsible for purchasing new vehicles on behalf of other agencies and eligible entities. This acquisition aims to establish Indefinite Delivery Indefinite Quantity (IDIQ) Fixed Price contracts for Vehicle Marshalling and Sales Support Services, leveraging industry best practices to provide customer-centric marshalling services and maximize returns on vehicle sales while reducing logistical costs through digital, remote, and/or in-lane sales solutions.

Work Details
The contract includes support services for marshalling new and existing Federal government vehicles, installing third-party telematics/communication devices, selling used Federal government vehicles, and transporting Federal government vehicles when necessary. The estimated annual volume includes 60,000 vehicles marshalled, with approximately 30,000 sold. Specific tasks include:

1. New Vehicle Delivery Inspection and Acceptance
2. License Plate and GSA Fleet Services Card Management
3. Releasing Vehicles to GSA Customers
4. Receiving Used Vehicles
5. Preparing Used Vehicles for Release to New Customers
6. Managing 3rd Party Devices (installation, replacement, removal)
7. Fueling and Charging Vehicles
8. Vehicle Movement
9. Optional Notary Services
10. Coordinating Required Vehicle Inspections and Certifications for Sales
11. Sale Timing Coordination
12. Digital Imagery and Condition Reporting for Sales Vehicles
13. Maintenance, Repairs, and Reconditioning of Vehicles
14. Public Vehicle Inspection Period Management
15. Post-sale Storage and Release of Purchased Property.
