Page 4 of 4 Pre-Solicitation Notice 36C25523R0084 Project: Construct Primary Care and Women s Health Building Project Number: 657-503 This project will construct a new, approximately 22,600 SF, Primary Care and Women's Health Building that will provide a Primary Care Clinic and Women's Health Clinic on our main campus. This new building is the first step in correcting our existing space gap in women's health. Access to specialty and same day ancillary services will be improved, efficiencies gained, and logistical services improved due to Primary Care and Women's Health being brought back onto the main campus. The project will provide a PACT complaint building that will also reduce the facilities current PACT complaint gap. Integrated mental health services, pain management and opioid safety will be services provided to veterans at this Primary Care facility. Safety and Security needs will also be improved as physical security measures will be address with the new construction as well as emergency preparedness, and compliance to building standards and codes. The new building will provide an improved veteran and family experience as well as provide an improved work environment for our employees. The contractor will provide all labor, materials, tools, equipment, supervision and completely prepare site to perform work for project # 657-503, Construct Primary Care and Women s Health Building as required by the drawings and specifications. GENERAL SCOPE OF WORK: ITEM I, GENERAL CONSTRUCTION: Work includes general construction, alterations, grading, drainage, roads, walks, infrastructure extension, all other necessary demolition and removal of existing structures and certain other items to provide a fully functioning building. Contractor shall completely prepare site for building operations and furnish supervision, labor and materials to perform work for the construction of the Primary Care and Women s Health Clinic as required by the drawings and specifications. ITEM II, Electrical Work: Work includes all labor, material, equipment and supervision to perform the required electrical construction work on this project including, but not limited to, medium voltage extension, transformers, lighting, normal and emergency power distribution and an emergency generator. ITEM III, Mechanical Work: Work includes all labor, material, equipment and supervision to perform the required Mechanical construction work on this project including, but not limited to, installation of chillers, boilers, air handling units, natural gas, pumps, fans and all associated distribution means. END OF SCOPE OF WORK. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, this procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project construction cost range is between $10,000,000 and $20,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220 with a small business size standard $45.0 million. The duration of the project is estimated to be 425 calendar days after receipt of notice to proceed. This completion period includes final inspection and clean-up. Award will be made utilizing the Best Value Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. The successful prime contractor must perform no less than 15 percent of the General Construction labor for NAICS Code 236220. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions but reserves the right to hold discussions if necessary. The offeror is responsible to monitor and download any amendments from the Beta SAM Business Opportunities (https://beta.sam.gov/) website, which may be issued to this pre-solicitation. In accordance with FAR 52.204-7, registration in SAM is required and in accordance with FAR 2.101, prospective contractors must be registered in SAM (System of Award Management) under the applicable NAICS. Additionally, in accordance with the Veterans Affairs Acquisition Regulation (VAAR) 802.101, VIP Registration prospective (SDVOSB) and (VOSB) contractors must be registered in the VIP database which is now the Veteran Small Business Certification (VetCert) under the applicable NAICS. Firms may obtain SAM- information at http://www.SAM.gov and VIP information at Veteran Small Business Certification (sba.gov). The solicitation package and drawings should be available for download on or before March 31, 2023 and the proposal due date will be on or about April 27, 2023. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Background
The Department of Veterans Affairs is issuing a solicitation for the construction of a new approximately 22,600 SF Primary Care and Women's Health Building at the Marion VA Medical Center in Marion, Illinois. The purpose of this project is to provide improved access to specialty and same-day ancillary services, improve efficiencies, and enhance logistical services by bringing Primary Care and Women's Health services back onto the main campus. The project aims to address the existing space gap in women's health, provide a PACT compliant building, integrate mental health services, pain management, and opioid safety for veterans, improve safety and security measures, and enhance the overall veteran and family experience.
