The work is located at the Fort Harrison VA Medical Center, 3687 Veterans Drive, Fort Harrison, Montana 59636. This project includes installation of new single continuous construction, white, 24-gauge, seamless, steel gutter with 8-inch width, and associated gutter materials. Heat tape shall also be added to the roofing system between the snow break and gutter. The contractor shall adjust the snow break on Building 171 by adding snow guards between each snow break connection point, to reduce the amount of ice that can potentially fall from the roof, causing injury. Access for Building 171 shall be coordinated with the VA Contracting Officer Representative (COR) and the boiler plant supervisor. The intention of this project is to provide a change of the current roofing system shown, in appendix Image 1 (left), to a layout similar to the system shown in appendix Image 1 (right). The existing system provides two snow break rails, but no intermediate snow guards nor heat tape between the snow break and the gutter. Background and Facility Existing Site Conditions The Contractor shall provide all necessary services, materials, tools, equipment, bonding, and insurance for the project. The new gutter and associated material shall meet all VA, state, and local building codes and ordinances. It shall be the responsibility of the Contractor to perform site investigation to identify site conditions and to gain a better sense of material types and quantities required to complete the project. There are two existing downspouts integrated into the gutter system, one at each end. Both existing downspouts contain heat tape. The existing heat tape, which is 5W/ft, is powered by GFCI receptacles mounted to the roof soffit at each end of the building. The heat tape is controlled via a pilot switch inside the North entrance into the boiler plant, labeled Rain Gutter Downspout Icemelt Power . Power is provided to the heat tape from Electrical Panel B , circuit 18, 20A breaker. Pictures of each downspout can be seen in Images 2 and 3 in the appendix. Both downspouts and heat tape appear to be in good condition and shall remain in place and be integrated into the new continuous gutter and new heat tape systems. The existing snow break shall also remain in place and be modified to obtain the desired result with the snow guards. Tasks and Requirements General Contractor Requirements Contractor shall remove existing gutter, fasteners, and other associated gutter materials, to make way for new gutter installation. Contractor shall install new continuous steel gutter, fasteners, and other associated gutter materials in order to provide a comprehensive working system. Contractor shall adjust the snow breaks to include snow guards between each snow break mounting point, along the length of the snow break, approximately 80 feet in length. The contractor shall install new 5W/ft, or approved equal, heat tape between the snow break and gutter, as shown in Image 1 (right). Contractor shall procure the services of a licensed electrician to investigate the existing heat tape electrical load to determine if the new heat tape can be added to the same circuit or if it will require a new circuit and associated breaker in Electrical Panel B . The existing heat tape is to be protected in its working condition and reused in the gutter and downspouts once the new gutter is installed. Deliverables In order to receive the Notice to Proceed (NTP), all pre-construction submittals including but not limited to a project specific safety plan, site plan, quality control plan, OSHA Certifications, schedule of values, phasing, materials submittals, pedestrian and vehicular traffic control shall be submitted and approved by the VA COR prior to the start of work. The Contractor shall supply all materials and equipment needed for complete replacement of gutter, other associated gutter material, and material for the modification of the snow break and the addition of heat tape. Before beginning work the contractor is to make a submittal of all materials intended to be used on the project. This shall include, but is not limited to gutter material, heat tape, snow guards, and mounting brackets. Once construction is complete, the Contractor shall furnish the government with the specification sheets for each piece of equipment installed, including the date of installation and term of useful life. Contractor shall also include documentation stating the new equipment has undergone testing and is in full functional state at the time of acceptance. The VA reserves the right to dispute completion of contract scope if contract work is found not in accordance with the statement of work or any other provided contract documents. All work completed by the Contractor must be reviewed and approved by the VA COR, prior to final acceptance. Safety The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel inside and immediately surrounding the work area, prevents damage to property, and avoids normal work or patient flow interruptions. To accomplish this end, the Contractor shall provide an OSHA certified Competent Person to be onsite at all times while work is being performed, erect appropriate safety barricades, signs, signal lights, etc. as well as comply with the requirements of all Federal, State, and Local safety laws, rules, and regulations. The Contractor must submit copies of certifications for safety training of the Competent Person stationed onsite to the VA COR before work begins. Period of Performance The period of performance for this project shall be 60 days from the Notice to Proceed (NTP). Work Schedule Work shall be coordinated with the VA COR and the boiler plant supervisor. The hours of work shall take place during the normal business hours of 7:30 AM and 4:00 PM, Monday through Friday, Federal Holidays excluded. Request for weekend, after-hour, and Federal holiday work is permitted with a request in writing submitted beforehand. Off hours are not to be billed as overtime. Federal Holidays and any other day declared a federal holiday by the President of the United States are defined below. New Year s Day Martin Luther King Jr s Day Presidents Day Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day Juneteenth Day If a holiday falls on Sunday, the following Monday will be observed as the National Holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National Holiday by the U.S. Government. All work is to have a limited impact on the facility, veterans, and employees. This may require evening or weekend hours and will be identified in the schedule. All after hours work should be scheduled in advance. Postponement/Delays: In the event climate or weather conditions become unsuitable for work or may induce an environmental hazard, then the entire work shall be rescheduled to a date and time satisfactory to the Contractor and the COR. Postponement due to inclement weather will not cause assessment of the penalty provision outlined above, nor should there be an additional cost to the Government. Post Construction Quality Validation Within the specification, the Contractor is to provide a one (1) year warranty period covering defects related to all work performed and any materials/equipment included in the project. Privacy Statement Information Security: The C&A requirements do not apply; a Security Accreditation Package (VA 6500) is not required. Incidental exposure to protected health information is not expected to occur from accessing the work site. Access Due to limited parking, campus size, and multiple ongoing construction projects, the contractor shall limit the number of contractor vehicles on site to an appropriate level for the workload. The entirety of work is located on the exterior of the facility, near the two large northern parking lots (L and K). These parking lots are for patients and staff. When the Contractor is onsite they will park in designated areas, to be determined by the COR prior to construction. Contractor is expected to be screened for COVID-19, prior to entering campus. This is performed anytime the contractor, or their affiliates, enters campus via a series of questions, related to COVID-19, that will help ensure the safety of our staff and veterans. As stated above, this project is entirely located outdoors. Due to this, no key or card access will be required for the project. Apendix IMAGE 1: (Left) Existing roof and snow break system. Work Details
The contractor shall furnish all labor, equipment, materials, and supervision for the installation of rain gutter system at the Fort Harrison VA medical Center Building 171. Tasks include removing existing gutter and associated materials, installing new continuous steel gutter and fasteners, adjusting snow breaks to include snow guards between each mounting point along the length of the snow break, installing new heat tape between the snow break and gutter, and procuring services of a licensed electrician to investigate existing heat tape electrical load.
Deliverables include pre-construction submittals such as safety plan, site plan, quality control plan, OSHA Certifications, schedule of values, phasing, materials submittals, pedestrian and vehicular traffic control; supplying all materials and equipment needed for complete replacement of gutter; providing specification sheets for each piece of equipment installed; and submitting documentation stating that new equipment has undergone testing and is in full functional state at the time of acceptance.

Period of Performance
The period of performance for this project shall be 60 days from the Notice to Proceed (NTP).

Place of Performance
The construction projects will be performed at Fort Harrison VA Medical Center Building 171 located at 3687 Veterans Drive, Fort Harrison, Montana 59636.
