This is a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This solicitation is being issued as tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. Interested SDVOSB s must be listed to receive contract awards. Department of Veterans Affairs, Network Contracting Office 17, is soliciting offers for Full Service/Preventative Maintenance for Chillers and Boilers Dallas/Garland. The services will be performed at North Texas Health Care System at facilities in Dallas and Garland in accordance with the Statement of Work (SOW). Site Visit Details: Date: 10/12/2022 Time: 10:00 AM Location: Veteran Affairs Medical Center (VAMC) in Dallas at 4500 S Lancaster Rd, Dallas, Texas, 75216. Background
The solicitation is for a full-service/preventative maintenance contract for chillers and boilers at the Dallas and Garland facilities of the Veteran Affairs Medical Center (VAMC). The contract aims to maintain the boilers, chillers, and CHP Plant operating in a safe and efficient manner and ensure compliance with emission requirements as set forth by the Texas Commission on Environmental Quality (TCEQ) permit.

Work Details
The contract includes tasks such as testing & inspecting, preventative maintenance, corrective repair, emergency repair, and service calls for the VA Cogeneration and Boiler Chiller Plant located in building 70, 87, and 2J VAMV Dallas and Boiler/Chiller Plant VAMC Garland. The contractor is required to provide full-service maintenance and preventative maintenance for all chillers, chiller equipment, boilers, boiler equipment, and all other utility support equipment. The contract also covers corrective repair, emergency repair hours and parts for both Dallas and Garland locations. Additionally, the contractor must provide designated full-time project coordinator onsite management of the contract.

Period of Performance
The base contract period begins on November 15, 2022, and ends on November 14, 2023. There is also an option for an additional year of performance from November 15, 2023, to November 14, 2024.

Place of Performance
The place of performance includes North Texas Health Care System: VAMC Dallas at 4500 S Lancaster Rd, Dallas, TX 75216; and VAMC Garland at 2301 Marie Curie Blvd, Garland TX 75042.
