Construct Private In-Patient Rooms and Primary Clinics 506-334

This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise an Invitation For Bids (IFB) for Project 506-334 Construct Private In-Patient Rooms and Primary Clinics at the LTC Charles S. Kettles Veterans Administration Medical Center (VAMC) located in Ann Arbor, MI. An Invitation for Bids (IFB) is planned to be issued on or about February 16, 2024. The Contractor shall furnish all labor, material, equipment, supervision, testing, as-built information and all other related information. The urban nature of the Ann Arbor site necessitates vertical expansion to meet growing Core Demands. This project will construct a 3rd, 4th, & 5th floor between the west wings of the primary 1950 hospital building,1-West. This area was constructed with footing and structural systems capable of supporting multiple floors at 5,200 SF each (3 floors totals 15,600 SF). The Third Floor is programmed for Social Work & Mental Health in support of our Suicide Prevention program, Homeless Veteran program, and Compensated Work Therapy Outpatient Mental Health program. The Fourth Floor is programmed for Infrastructure Modernization and designated as mechanical and utility support. Fifth Floor is programmed for expansion of the adjacent Inpatient Ward to allow for the construction of Private Patient Rooms with Private Patient Bathrooms. The North American Industry Classification Code (NAICS) for this procurement is 236220 Commercial and Institutional Building Construction with a small business size standard of $45 million. Magnitude of cost for this project is between $10,000,000.00 and $20,000,000.00. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date. This acquisition is a Total set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSBs registered in the Veteran Small Business Certification (VetCert) database (https://veterans.certify.sba.gov) at the time of proposal submission are eligible for consideration.
