Please be advised that the Government will not pay for any information submitted under this announcement. This announcement constitutes an official Request for Information (RFI) as defined by FAR 15.201(e). This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability and availability of sources with heating ventilation and air conditioning (HVAC) maintenance experience. The New London Submarine Base in Groton Connecticut is seeking qualified companies to provide HVAC maintenance and repair services for the New London Naval Submarine Base, Groton CT. The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform HVAC maintenance and repair services as described in the Performance Work Statement and associated attachments. The work will be accomplished under a combination Firm Fixed Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) Contract. Sources sought include small business, veteran-owned small business, service-disabled small business, HUBZone small business, small disadvantaged business and women-owned small business concerns. The NAICS code is 238220 (Plumbing, Heating and Air-Conditioning Contractors). The Small Business Size Standard is $16.5 million. Interested vendors should include the following information: Company name, address, point of contact, phone number and e-mail address; business size and disadvantaged, 8(a) or HUBZone status. Vendors are also invited to provide the following information, paying particular attention to address contracts of similar scope and size; references and record of past performance. All responsible interested sources are encouraged to submit their capabilities in regard to the above no later than 5:00 PM on 21 October 2019. At a minimum please fill out and submit attached Sources Sought Information Request Form. All information is to be submitted at no cost or obligation to the Government. The contract term will be a base period of one year plus four option periods (total five years). Estimated contract start date is 1 May 2020. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract on time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. Prospective bidders must register for this project on the Navy Electronic Commerce On-Line NECO web-site at http://www.neco.navy.mil to receive notification of availability of solicitation documents and to download the solicitation and any subsequent amendments. The Solicitation shall be available on or about 15 November 2019 for downloading. Proposals will be due on or about 15 December 2019. There is no Pre-Proposal Conference or Site Visit scheduled for this solicitation at this time.
