THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY POTENTIAL OFFERORS FOR BASE OPERATIONS SUPPORT (BOS) SERVICES AT NAVAL SUPPORT ACTIVITY MID-SOUTH, MILLINGTON, TN; NAVY PERSONNEL COMMAND (NPC); COMMANDER, NAVY RECRUITING COMMAND (CNRC); NAVY PERSONNEL RESEARCH STUDIES AND TECHNOLOGY (NPRST); US ARMY CORPS OF ENGINEERS (USACE); NAVAL BRANCH MEDICAL AND DENTAL CLINIC, MIDDLETON, TN; NAVAL SURFACE WARFARE CENTER CARDEROCK DIVISION MEMPHIS DETACHMENT; AND VARIOUS OTHER TENANT COMMANDS AND THE OUTLYING AREAS SUPPORTED BY THESE COMMANDS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE. The solicitation number is anticipated to be N69450-16-R-2123. The purpose of this notice is to gain knowledge of qualified and interested parties in any of the following small business categories: small business; U.S. Small Business Administration (SBA) certified 8(a) business development participants; SBA certified HUBZone small business concerns; service-disabled veteran-owned small business (SDVOSB) concerns; veteran-owned small business (VOSB) concerns; and women-owned small business (WOSB) concerns. Potential sources should have current relevant qualifications, experience, personnel, security approvals, equipment, and capability to perform base operating support service contracts at Naval Support Activity Mid-South, Millington, TN; Navy Personnel Command (NPC); Commander, Navy Recruiting Command (CNRC); Navy Personnel Research Studies and Technology (NPRST); US Army Corps of Engineers (USACE); Naval Branch Medical and Dental Clinic, Middleton, TN; Naval Surface Warfare Center Carderock Division Memphis Detachment; and various other tenant command and the outlying areas supported by these commands. The type of solicitation to be issued will depend upon responses to this sources sought notice. The Government will use the sources sought responses along with other market research to make various determinations regarding procurement of these BOS services. Any resulting contract will be a Facilities Support Indefinite Quantity Contract and include Firm Fixed Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) provisions. The contract term will be a base period of year, with seven one year option periods. The FFP base year requirement will be the overall minimum guarantee. There will be a phase-in period, and the anticipated performance start date is 1 October 2017. This acquisition will provide BOS services for the following Annexes/Sub-annexes: 150200 Facility Investment - provide sustainment, restoration and modernization of facilities and building systems including, but not limited to, building envelope, structure, plumbing, HVAC, electrical, fire detection and suppression, and security systems; 1503010 Custodial; 1503020 Pest Control; 1503030 Integrated Solid Waste Management; 1503040 Other (Swimming Pool) - operate and maintain splash park and sump pump for abandoned pool (no operating pools); 1503050 Grounds Maintenance and Landscaping; 1503060 Pavement Clearance - pavement sweeping and snow/ice removal; 1602000 Electrical - operations and maintenance of electrical transmission and distribution system including, but not limited to, conductors, switches, transformers, and meters; 1604000 Wastewater - operations and maintenance of sewage collection and conveyance system (no wastewater treatment is included); 1606000 Water - operations and maintenance of raw water supply, water treatment plant, and distribution system for potable water; 1700000 Base Support Vehicles and Equipment - maintenance, repair and support services for Government owned vehicles (fleet size is ~300) and GSA leased vehicles, shuttle bus services, and operator testing and licensing services; 1800000 Environmental - spill response, reports, sampling and testing services; and other related services. This requirement is performance based. The estimated annual magnitude for this procurement is between $10,000,000 and $25,000,000. The primary NAICS Code for this procurement is 561210 with a size standard of $38.5M.
