Yard Services for Research Vessel Shearwater

Background
This Request for Quote (RFQ) is for yard services for the Research Vessel Shearwater for Channel Islands National Marine Sanctuary in Santa Barbara, CA. The government intends to procure supplies using Simplified Acquisition Procedures. The government requires all contractors doing business with the government to be registered with the System for Award Management (SAM) at the time the quote is submitted.

Work Details
The contractor shall provide all supervision, labor, services, materials, parts, equipment, and facilities necessary to perform dockside and dry dock repair services for the NOAA R/V Shearwater. The period of performance for line items 0001 through 0007 is from September 11, 2023, through February 23, 2024. The period of performance for line items 0008-0016 is from November 13, 2023, through February 23, 2024.
The work includes various tasks such as:
- Servicing dive compressors
- Generators
- Fire-fighting gear
- Batteries
- Lifting gear quadrennial inspection
- Insulating bunkroom bulkheads
- Adding remote switches to shift power for generators and saltwater pumps
- Hauling and cleaning the vessel's bottom paint
- Recoating propulsors with prop-speed
- Pressure testing foils and guards
- Inspecting through-hulls and seacocks
- Checking and replacing anodes
- Cleaning fuel tanks and MSD tank
- Changing scientific winch sump oil.

Period of Performance
The period of performance for line items 0001 through 0007 is from September 11, 2023, through February 23, 2024. The period of performance for line items 0008-0016 is from November 13, 2023, through February 23, 2024.

Place of Performance
The contract will be performed at the Contractor’s facility in Santa Barbara, CA.
