Source Sought Notice (SSN)/MARKET SURVEY

Office: The Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington is currently conducting preliminary planning market research to determine commercial market practices and the existence of viable commercial sources capable of providing a complete commercial service for recycling services management at Yakima Training Center (YTC) located in Yakima, WA.

This Sources Sought Notice (SSN) is solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Further, the MICC is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SSN; all costs associated with responding to this SSN will be solely at the interested party's expense.

The Government is interested in any input from the small business community as well as questions regarding the requirement. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.

INFORMATION: Proposed work to be performed under the following North American Industry Classification (NAICS) 562920 (Materials Recovery Facilities) was considered and selected as comprises establishments primarily engaged in (1) operating facilities for separating and sorting recyclable materials from nonhazardous waste streams (i.e., garbage) and/or (2) operating facilities where commingled recyclable materials, such as paper, plastics, used beverage cans, and metals, are sorted into distinct categories. Achievement of small business goals is applicable, and consideration will be given to Small Business Programs for this requirement.

JBLM anticipates soliciting and awarding a firm fixed price contract, to be procured in accordance with the Federal Acquisition Regulation Part 13.

The purpose of this request is to conduct Market Research to identify capable firms interested in meeting the description of services specified below. Please address if there is a lack of understanding of the requirement that would discourage small businesses from participating in a subsequent solicitation? Please address if there is something about the requirement that discourages small businesses from actually participating in the solicitation process?

DESCRIPTION OF SERVICES:

This is a non-personal services IDIQ contract to provide recycle collection, transportation, and management. The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform recycle collection and disposal services as defined in this PWS at Yakima Training Center (YTC) located in Yakima, WA.

The period of performance: Base Year plus 4 Option Years

Part II. Capability Survey Questions

3. What is your company's current maximum capacity per month for this particular type of requirement? Provide information on any facility reserves you may possess to increase capacity in the event of an immediate need do to critical operational mission requirements.
