Background
The Department of Veterans Affairs is issuing a Request for Proposal (RFP) for the construction of a new Boiler Plant at the West Los Angeles VA Medical Center. This project aims to enhance the facility's operational capabilities by providing a modern boiler plant that meets the heating demands of both the south and north campuses.

The estimated cost range for this project is between $20 million and $50 million, with a small business standard set at $45 million. The project is part of the VA's commitment to improving healthcare infrastructure for veterans.

Work Details
The contractor will be responsible for providing labor, materials, tools, equipment, transportation, supervision, and coordination necessary for the construction of an approximately 11,957 gross square feet (BGSF) two-story Boiler Plant facility. Key components of the work include:

1. General construction tasks including alterations, grading, drainage, and site utilities.
2. Removal of existing structures as required.
3. Installation of boilers and supporting mechanical equipment.
4. Construction of plant operations rooms, storage areas, and administrative offices to support boiler operations.
5. Specific tasks outlined in the SOW include:
- CLIN 0001: Base Bid – Boiler Plant Building including general construction and site preparation.
- CLIN 0002: Add Alternate 1 – Excludes removal and replacement of existing steam and condensate piping north of Building B500.
- CLIN 0003: Add Alternate 2 – Installation of four direct-buried double wall fiberglass fuel tanks instead of concrete vaults.

Period of Performance
The contract will be performed over a period of 720 calendar days from the date of award.

Place of Performance
The construction projects will take place at the West Los Angeles VA Medical Center located at 11301 Wilshire Blvd, West Los Angeles, CA.
