INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract using design-bid-build selection procedures to construct a Construct Mental Health Building and Surface Parking on Muldoon Site. Anchorage, AK 99504. (Design-Bid-Build). PROJECT DESCRIPTION: This project is to construct 10,500 Building Gross Square Foot (bgsf) of new space on the VA Muldoon Clinic site to house an outpatient mental health facility along with surface parking of approximately 70 spaces to replace parking in the footprint of the new building plus parking for new staff and patients. AVAHS seeks a contractor to provide all labor, materials, equipment, supervision, and all other resources necessary to perform services to construct a mental health building and surface parking. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 Million. The solicitation will be issued in FY 2022 The period of performance is approximately 450 calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $10,000,000 and $20,000,000.00. This notice is not a request for competitive offers.
