The Government does not intend to pay for information solicited. SOW UPDATED The Department of Veterans Affairs (VA), NCO 2 James J. Peters, VA Medical Center, is seeking highly qualified construction firms to: Upgrade Boiler Plant at the Northport Veterans Affairs Medical Center, 79 Middleville Road, Northport, NY 11768-2200 in accordance with manufacturer equipment drawings & specifications and VA specifications for Upgrade of Boiler Plant. The Northport VA Medical Center currently utilizes boiler plant equipment which is beyond its recommended service life. The boiler plant provides steam and heating hot water for heating and other functions to the Main Hospital and multiple other buildings on the campus through an underground distribution system. This steam distribution system is currently undergoing replacement under a separate project. The scope of this project includes constructing an equivalent capacity temporary boiler steam generating capability outside the existing boiler plant, removal of existing steam generation systems, construction of a replacement steam generation system including new boilers, pumps, and ancillary equipment and renovation of the existing boiler plant building interior and exterior. The construction of this new system will assume that the replacement of the steam distribution system will be complete by the time the new boiler plant equipment is in operation. There is also a Combined Heat and Power Plant (CHP) which has recently been started up. The new steam systems for this project will incorporate tie-ins and modifications to the CHP systems. The goal of the project is to improve the efficiency of steam generation on the site. This will be accomplished with the installation of modern high-efficiency equipment which requires less energy to operate leading to lower energy costs. The replacement of aged equipment will also improve equipment downtime for maintenance and repair. Boilers The new boiler plant will consist of three 30,000 PPH watertube boilers to provide N+1 redundancy for the expected future steam demand. The boilers will include stack economizers to maximize efficiency and will fire natural gas as a primary fuel source, with No. 2 fuel oil as a back-up. The estimated Construction Cost Range for this effort is the range prescribed in VAAR 836.204, is between $20,000,000.00 and $50,000,000.00.

Background
The Department of Veterans Affairs (VA), Network Contracting Office 2, James J. Peters VA Medical Center, is seeking qualified construction firms to upgrade the Boiler Plant at the Northport Veterans Affairs Medical Center located at 79 Middleville Road, Northport, NY 11768-2200.

The current boiler plant equipment is beyond its recommended service life and provides steam for heating and other functions to the Main Hospital and multiple buildings through an underground distribution system. This project aims to improve steam generation efficiency by installing modern high-efficiency equipment that requires less energy to operate, thereby reducing energy costs and improving maintenance downtime.

Work Details
The project scope includes the construction of a replacement steam system featuring new boilers, pumps, and ancillary equipment. The new boiler plant will consist of three 30,000 PPH watertube boilers designed to provide N+1 redundancy for future steam demand.

These boilers will include stack economizers for enhanced efficiency and will primarily use natural gas as fuel, with No. 2 fuel oil as a backup. The construction will also involve tie-ins and modifications to a recently started Combined Heat and Power Plant (CHP). The firm awarded the contract will be responsible for all management, supervision, labor, materials, supplies, and equipment necessary for the project.
