Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build (DBB) Expansion and Renovation of Emergency Department B50 Construction project at the Tucson VA Medical Center (VAMC) located at 3601 South Sixth Avenue, Tucson, Arizona, 85723-0001 PROJECT DESCRIPTION: This project will expand the Emergency Department (ED) by 6,000 sq ft and renovate 10,000 sq ft. The existing ED will expand into the adjacent courtyard and to the south ambulance drop off. The expansion will allow for larger waiting area and lobby, additional triage, exam and treatment rooms and a security station. A new canopy for ambulance drop-off will also be constructed. The renovation will reconfigure the current nurse station, enlarge treatment areas to meet VA standards, correct FCA deficiencies and enhance aesthetics and the environment of care. The project must be in full compliance with the latest edition VA Design Standards and other VA Operations Manuals. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the Lowest Priced Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $45 million. The solicitation will be issued around late October 2023. The period of performance is approximately 1,022 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $10,000,000.00 and $20,000,000.00. All questions must be submitted in writing to the issuing office via email to CS John.Fancella@va.gov. Background
