INTRODUCTION: The Veteran Administration Medical Center (VAMC) - Montrose Project # 620-334; Build Community Living Center at Montrose Campus, Montrose, New York (Design-Bid-Build) PROJECT DESCRIPTION: The Department of Veterans Affairs, Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources to Construct a New Inpatient Pharmacy located at the Veterans Affairs at Montrose Veterans Affairs Medical Center (VAMC), Montrose, NY. This project has been determined to be a Bona Fide need by VISN 02, the VA Office of Capital Asset Management Engineering and Support (OCAMES) and the VAMC, Montrose, NY. This project is to construct a new standalone 28 Resident Room Community Living Center (CLC) with a mechanical penthouse, utility tunnel, screening vestibule, exterior canopy for vehicle patient drop off and climate controlled connecting corridor to Building 6. The VAMC - Montrose seeks a contractor for general construction to include but not limited to furnishing all supervision, labor, equipment, materials, and transportation necessary to accomplish work for the demolition and replacement as required by specifications and drawings. Construction practices shall comply with all VA contract drawings and specifications, VA regulations, procedures, and conditions for work at the medical center and any applicable codes as per requirements of all governing agencies. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Parts 14, and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 Million. The solicitation will be issued in FY 2022. The period of performance is approximately 832 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204,the Magnitude of Construction is expected to be between $10,000,000 and $20,000,000.00. This notice is not a request for competitive offers.
