INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Expand/Renovate Clinics Building 80 Construction project at the Southern Arizona VA Health Care System (SAVAHCS) located at 3601 South 6th Avenue Tucson, AZ 85723. PROJECT DESCRIPTION: The Contractor shall completely prepare site for building operations, including demolition and removal of portions of existing structures, and furnish labor and materials and perform all work for SAVAHCS Minor project number 678-328 Expand Clinics and Renovate building 80 as required by the specifications and drawings. Work includes new building addition and interior remodel. New building addition will be a 11,250 square foot second story addition on the southeast corner of Building 80 and renovation of approximately 10,150 square feet of the existing Geriatric Clinic located on the second floor of building 80, north of Phase 1. Work includes, but is not limited to general construction, site work, structural, fire protection, plumbing, mechanical, and electrical work. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 15, 19, and 36 and will be evaluated in accordance with the Lowest Priced Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in early February of 2024. The period of performance is approximately 602 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is NOT a request for competitive offers.
