NAVAJO GALLUP WATER SUPPLY PROJECT (NGWSP) SAN JUAN LATERAL WATER TREATMENT PLANT (SJLWTP)
Background
The Navajo Gallup Water Supply Project (NGWSP) is initiated by the Bureau of Reclamation, aimed at providing a reliable water supply to the Navajo Nation and surrounding communities in New Mexico.

The San Juan Lateral Water Treatment Plant (SJLWTP) is a critical component of this project, designed to treat water sourced from the San Juan River for distribution. The goal of this contract is to design, construct, and commission a turn-key water treatment facility that meets the operational needs of the Bureau of Reclamation while ensuring compliance with environmental and safety standards.

Work Details
The contract encompasses several key components:
1. **Design**: The contractor will provide complete design services for the SJLWTP, including 30%, 60%, 90%, and 100% design phases. All designs must comply with specifications outlined in Section J Attachments 1 and 2.

2. **Construction**: This includes all necessary construction tasks to build the water treatment plant, ensuring it is fully operational upon completion. The contractor must provide all items, equipment, materials, and personnel necessary for a turn-key operation.

3. **Startup & Commissioning**: The contractor will oversee the startup and commissioning process of the plant to ensure it operates as intended. This includes testing and validating all systems before handover to Reclamation.

4. **Downstream Repairs**: Unpriced CLIN for repairs within previously constructed areas of NGWSP during startup and testing phases.

5. **Operation & Maintenance (O&M)**: Initial O&M services for a period of 12 months post-commissioning are included, with options for extended O&M services thereafter.

6. **Safety Requirements**: A full-time safety representative and quality control representative are required throughout all phases of work.

Period of Performance
The contract period spans from May 15, 2024, to June 30, 2029, covering design, construction, startup, initial operation, and maintenance phases.

Place of Performance
The projects will be performed in New Mexico as part of the Navajo Gallup Water Supply Project.
