GENERAL:
The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a full and open basis from all interested small and large businesses having the capability to perform the work summarized below that will be fully described in the solicitation. The solicitation will be issued electronically on the Official U.S. Government s System for Award Management (SAM) at SAM.gov. Upon issuance of the solicitation, solicitation documents will be available through SAM.gov for download in Microsoft Excel and Adobe PDF; and specifications and drawings will be available in Adobe PDF format. Please Note: i) Paper copies of the solicitation will not be made available; ii) individual emails will not be sent to vendors so please do not request solicitation documents to be sent to you by electronic mail; and iii) the solicitation and solicitation documents will only be accessible through SAM.gov through official postings.
Vendors can search for opportunities and award history on SAM.gov without registering. The government will use the SAM.gov website for all notices regarding this project, which may include posting an Interested Vendors List. Additionally, vendors may follow the contract opportunity through SAM.gov. This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract may be awarded at that time.

Description:
This project is the construction of the new Visitor Center two story building and major site improvements at Gulf Coast Visitor Center in Everglades National Park. The new location will be named the Marjory Stoneman Douglas Visitors Center. The requirement will consist of but is not limited to: providing and installing underground utilities within 5 feet of the visitor center building; construction of the Remote Concessions and storage one story building, and providing and installing underground utilities within 5 feet of the concessions building; all sitework within the area surrounding the Visitor Center building, between the entry drive, seawall, and living shoreline; and all sitework within the area between the seawall, marina, ramp, parking lot. This work may also include but is not limited to, demolishing portions of the existing bulkhead at the marina and providing a new bulkhead at the marina and along the waterfront, to the extent of the existing kayak launch ramp and the living shoreline area. The work may also include but is not limited to, the construction of new seawall between the waterfront bulkhead and the existing road (Copeland Ave.); demolishing the existing ramp and providing a new ramped kayak launch with concrete stepped revetment; dredging of the Chokoloskee Bay and placing dredged material on the site; replacing existing floating docks with new floating dock system with Accessible ramps; removing existing fuel system and providing a new fuel system at a new location, near the existing Law Enforcement building; and demolishing the existing seawall and providing a living shoreline between the end of the bulkhead, Copeland Ave. and the extent of the Park property. It is possible that some of the work elements may be solicited as options. When issued, the solicitation will specify any work that is to be bid as an option; no further information is available at this time.
Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded. The solicitation will require submission of both a technical and price proposal. As will be stated in the solicitation, the government will consider an offeror s technical capability and price proposal, and all other required submissions. The solicitation shall state whether all evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than cost or price.
Estimated Price Range: Over $10,000,000.00
Estimated Period of Performance: April 2023 through April 2025
Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents but will provide for a minimum of 30 calendar days for responses.

This procurement is an unrestricted Full and Open Competition. Responsible large and small business sources may submit an offer that will be considered. The small business size standard for NAICS 236220 is $39.5 million. Small Disadvantaged Business and HUBZone firms must be certified in accordance with solicitation clause, FAR 52.219-8 Utilization of Small Business Concerns.
All responsible sources may submit an offer which, if submitted in a timely manner, will be considered.
