Wy-National Elk Refuge-Bulk Fuel 5 Year BPA Set-Up   2

Background
The U.S. Fish and Wildlife Service (USFWS) is issuing this solicitation for a 5-year Blanket Purchase Agreement (BPA) to supply and deliver bulk fuel to the National Elk Refuge located in Jackson, WY. The goal of this contract is to ensure a reliable source of fuel for the refuge's operations, supporting their mission to manage and conserve wildlife and their habitats.

Work Details
The contractor will be responsible for supplying and delivering the following types of fuel:
- (1) 1,000 gallon tank of Unleaded fuel with 10% ethanol
- (1) 1,000 gallon tank of Clear Highway-on road Diesel
- (1) 1,000 gallon tank of Dyed Diesel (off-road).

Fuel costs will be based on the OPIS morning average Rack Price, with delivery charges calculated at a per US gallon rate based on the state’s morning average at the Jackson, WY rack. All rates must be firm and fixed without subject to change. Deliveries are expected within a 48-hour notice during normal business hours, excluding federal holidays.

Period of Performance
The period of performance for this contract is from March 21, 2025, to March 20, 2030.

Place of Performance
Deliveries will be made to two locations within the National Elk Refuge:
- Maintenance Yard: 1997 National Elk Refuge Rd, Jackson WY 83001
- Miller Yard: 705 National Elk Refuge Rd Jackson, WY 83001
