Description This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, effective January 14, 2014. This requirement is not set-aside for small business. This is a Performance Based - Commercial Item procurement for Cafeteria/Food Service for the IRS, Martinsburg Enterprise Computing Center, 250 Murall Drive, Kearneysville, WV 25430 and will be performed in accordance with the attached performance work statement. The NAICS code is 722310 and the size standard is $38.5M.
The contractor will be required to provide cafeteria services during the following performance periods: Base Period: April 1, 2016 through September 30, 2016. Option Year 1: October 1, 2016 through September 30, 2017. Option Year 2: October 1, 2017 through September 30, 2018. Option Year 3: October 1, 2018 through September 30, 2019. Option Year 4: October 1, 2019 through September 30, 2020. The IRS currently occupies offices within this building and accessibility must be maintained with the highest level of security. The attached clauses and provisions are incorporated and apply to this solicitation.

Based on the solutions provided and the evaluating team, award will be made on the basis of Best Value. Special Instructions: 1.
