Solicitation Amendment 0003. See Solicitation Amendment 0003, Section 14. Note: Amendment 0003 on PDF states amendment 0004 due to system error. However, this is the third amendment to solicitation N3220524R4094. This is the official request for proposal for Military Sealift Command (MSC) requirement for the Worldwide Paint Program. MSC requires paint, coatings, solvents, preservation products, and engineering/technical services for the MSC Fleet Paint Program. The Government is contracting for products and services, in addition to availability and delivery of these products and services on a worldwide basis within specific time constraints defined by the planned contract. The Contractor shall provide products and services for MSC and United States Ship (USS) Navy ships and any other Government-owned or Government-chartered ships designated by MSC. Services under the scope of the planned contract include engineering support services (e.g., field service technical representative, training, service calls) and technical evaluation and troubleshooting services.

Background
The Military Sealift Command (MSC) is issuing a request for proposal for the Worldwide Paint Program, which aims to provide paint, coatings, solvents, preservation products, and engineering/technical services for the MSC Fleet Paint Program. The goal of this contract is to ensure the availability and delivery of these products and services on a worldwide basis within specific time constraints. The contractor will support MSC and United States Ship (USS) Navy ships as well as other government-owned or chartered vessels designated by MSC. Services include engineering support such as field service technical representation, training, service calls, and technical evaluation.

Work Details
The contractor shall provide the following products and services:
1. **Paints and Coatings**: Specialized for marine applications compliant with U.S. federal, state, and local VOC limits. Products must be listed on the MSC Coating Systems Approved Product List.

2. **Engineering Support Services**: Including field service technical representatives, training sessions, service calls, and troubleshooting services.

3. **Contract Data Requirement List (CDRL)**: Deliverables include various reports such as quarterly service reports, training manuals, paint handbooks, meeting minutes, and engineering service reports.

4. **Delivery Requirements**: All products must have at least 50% shelf life remaining at delivery; packaging must be in liters; all coatings must be compatible with existing surfaces; specific product prohibitions apply (e.g., lead content must not exceed 0.009%).

5. **Quantities**: Estimated quantities are provided in the Rate Spreadsheet (Exhibit A) but are for estimating purposes only; exact amounts will vary based on actual orders.

Period of Performance
The period of performance spans from January 6, 2025 to January 5, 2030.

Place of Performance
Products will be delivered worldwide to various locations designated by MSC.
