Description

The JTT PMO at AFLCMC/C3C, is seeking information on how interested parties could provide sustainment services and further develop systems for the JTT software application. The contractor may perform the work at its facility, remotely, and/or locally within the Hanscom AFB, Massachusetts and/or Langley AFB, Virginia area, as well as remote and in-person training and helpdesk support at locations both CONUS and OCONUS.
The contractor must have the knowledge, processes, and tools required to sustain and maintain separate deployable software baselines, using agile software methodologies. The contractor must also have the facilities available to host

UNCLASSIFIED, Controlled Unclassified Information (CUI), SECRET, and TOP SECRET classified information with 24/7 on-demand access within a virtualized environment. The contractor must be able to provide a helpdesk to support user engagement. Additionally, contractor personnel must have the ability to travel within austere environments to provide support to fielded systems.
AFLCMC/C3C seeks to leverage industry best practices to rapidly deliver capabilities while posturing for future and potentially disruptive information technology (IT). It supports the Air Force by acquiring software to meet the needs of warfighters and Joint users across the globe, employing Agile and DevSecOps software principles.
The Air Force seeks information on capabilities from interested contractors to support the JTT capability to facilitate market research and determine the best strategy and approaches for satisfying requirements.
Performance locations are flexible with potential for remote work and travel to CONUS or OCONUS locations. The PMO is primarily located on Hanscom AFB, MA. Remote work is dependent upon work being done and ability to travel as needed.
Requirements for new and added capabilities to JTT continue to evolve. AFLCMC/C3C continues to work with the Air Force and Joint Staff to refine and expand JTT requirements to support targeting missions within Air Force AOCs, CCMD, and allied and coalition partners.

Background
The Joint Targeting Toolbox (JTT) is an Air Combat Command (ACC)-sponsored software capability designed to provide standardized, secure, automated decision support for joint and allied commanders worldwide.

The JTT system is deployed at Command and Control (C2) nodes to support decision-makers with targeting capabilities compatible within force/theater-level common operating environments.

The JTT Program Management Office (PMO) at AFLCMC/C3C is modernizing the legacy system JTT 5.x to a new codebase, JTT 6.x, and seeks information from contractors on how they can provide sustainment services and further develop the JTT software application. This initiative aims to leverage industry best practices to rapidly deliver capabilities while preparing for future IT advancements.

Work Details
The contractor will be responsible for the following tasks:
- **Enterprise Scalability**: Deploying to various security domains and networks including NIPRNet, SIPRNet, JWICS, and ensuring cross-domain solutions with support for denied, degraded, intermittent, or limited (DDIL) conditions.
- **Integration/Interoperability**: On-boarding Continuous Integration/Continuous Delivery (CI/CD) onto a Government-furnished DevSecOps platform; integrating with legacy and modernized applications within Air Force Air Operations Centers (AOCs); and ensuring compatibility with other enterprise targeting applications and intelligence databases.
- **Fielding/Training**: Supporting cloud/on-prem installation of JTT across various military branches and providing remote-based and in-person training at CONUS and OCONUS locations.
- **Operations Support**: Addressing bug fixes, security patches, and minor improvements as needed.
- **Helpdesk/Exercise Support**: Providing 24/7/365 helpdesk support as necessary and in-person exercise support both CONUS and OCONUS.
- **New Capability Development**: Adapting to agile requirements for emerging user needs and developing new targeting data structures.

Place of Performance
Work may be performed at the contractor's facility, remotely, or locally within Hanscom AFB, Massachusetts or Langley AFB, Virginia. Additionally, training and helpdesk support may occur at various locations both CONUS (Continental United States) and OCONUS (Outside Continental United States).
