Background
This requirement is set aside for eligible participants of the Small Business Administration's Business Development Program (the 8(a) program). The contract aims to provide technical support, including weather observation and forecasting, for twenty-four Naval Air Stations, Outlying Landing Fields, and Auxiliary Landing Fields across the United States and Cuba.

This support is required by the Commander, Navy Meteorologic and Oceanographic Command (CNMOC) and Naval Information Forces (NAVIFOR) to assist aviation control in completing safe operations.

Work Details
The contractor shall provide non-personal services that include real-time briefings of weather events from pre-flight through landing. Tasks include:
- Surface weather observation services at all sites, ensuring accurate reporting via the Automated Surface Observing System (ASOS).
- Monitoring local weather radar for severe weather.
- Operating Pilot-to-METRO Service (PMSV) radio for aircrew assistance.
- Disseminating weather warnings according to local SOPs.
- Establishing a qualification-training program for contractor personnel covering local operating instructions related to weather observing and forecasting duties.
- Submitting required reports such as Contractor Quality Control Plan and Equipment Outage Log.

Forecasting services may also be provided based on available funding, including flight weather briefings and Terminal Aerodrome Forecasts (TAF).

Period of Performance
The contract will be performed over a period of 12 months with options for additional months as detailed in the solicitation.

Place of Performance
The services will be performed at various locations including Naval Air Stations in Washington, Nevada, California, Florida, Mississippi, Texas, Louisiana, Virginia, Maryland, and Cuba.
