** Amendment 0003 is to reflect the extended response date listed in amendment 0002.**Amendment 0002 makes changes to section 00 22 00 and extends the due date. **Amendment 0001 purpose is to add secondary POC information and to edit the response date in SAM.gov to reflect what is written in solicitation. The solicitation due date is 09 December 2024 at 1000 AM PST.** This Design-Build Solicitation RFP (Request for Proposal) for repairs to the 0.5 million gallon per day (MGD) Wastewater Treatment Plant (WWTP) at the Tracy Defense Distribution Depot, San Joaquin (DDJC) at 25600 S. Chrisman Rd., Tracy, CA 95304. The existing WWTP is currently operational but in need of repairs due to aging equipment and infrastructure. It should be noted that the existing WWTP is operational, and the plant should remain operational during construction of repairs. The Design-Builder (D-B) shall evaluate and determine phasing requirements necessary to allow the WWTP to remain operational during construction. The D-B will prepare technical requirements, cost estimates, technical specifications (Design Requirements, Design After Award), and design drawings to complete the scope of work. Design and construct the renovation of the DDJC wastewater treatment plant, state of California, in accordance with the criteria contained herein and using industry standard materials and efficient practices. The objective of this contract is to design and construct the required facility as described in this document, and to meet the operational requirements of the Army. Provide labor, equipment, and material to perform the design and construct the complete, operational facility.

Background
The Defense Distribution San Joaquin (DDJC) is issuing this Design-Build Solicitation RFP for repairs to the 0.5 million gallon per day (MGD) Wastewater Treatment Plant (WWTP) located at 25600 S. Chrisman Rd., Tracy, CA. The existing WWTP is operational but requires repairs due to aging equipment and infrastructure.

The goal of this contract is to ensure the WWTP remains operational during construction while meeting the operational requirements of the Army. The Design-Builder will evaluate phasing requirements, prepare technical specifications, cost estimates, and design drawings necessary for the project.

Work Details
The contractor will provide all labor, management, supervision, tools, materials, equipment, and transportation necessary for the construction and design of repairs to various components of the WWTP. This includes:
- Primary Facility Repairs: Work on primary clarifier, effluent chamber, primary trickling filter, secondary clarifier, secondary trickling filter, primary recirculate pump vault, secondary recirculate pump vault, sludge pump room, digester, temporary treatment plant.

- Support Facilities Repairs: Work on supporting facilities including Digester Drying Beds.

- Options for additional work include:
- Option 1: Repair of Digester Roof Hatches.
- Option 2: Repair of Primary and Secondary Trickling Filters.
- Option 3: Repair of PVC Roofing System.
- Option 4: Repair of Spare Submersible Pump.
- Option 5: Repair of Sludge Pump Room Ventilation System.
- Option 6: Repair of Control House Access Hatch.
- Option 7: Main Panel Replacement and Relocation.

Period of Performance
The contract will be performed over a period that includes multiple phases with specific tasks to be completed within a timeframe that allows for continued operation of the WWTP during construction.

Place of Performance
The work will be performed at the Defense Distribution San Joaquin Waste Water Treatment Plant located at 25600 S. Chrisman Rd., Tracy, CA.
