This is a Sources Sought Notice (SSN) / Request for Information (RFI) for the purpose of conducting market research. Quotes are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. The Government's overriding project objective is to evaluate the effectiveness of in-place speed-management strategies and inherent roadway corridor characteristics that cause a speed reduction at selected entrances to parks throughout the country, where drivers transition from higher-speed roads outside parks to slower-speed, multi-use roads within parks. Interested (small and large) businesses should submit the following information: (1) Company name, DUNS number, address, point of contact, telephone number, and email address. (2) Business type: Classification as a Large or Small Business under the above listed NAICS, Small Business Administration (SBA) certified Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Woman Owned Small Business (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB), Indian Small Business Economic Enterprise (ISBEE), Indian economic enterprise (IEE). This contract opportunity is seeking a contractor to evaluate the effectiveness of speed-management strategies and roadway corridor characteristics at selected entrances to parks throughout the country. The project, funded by FHWA's Innovation and Research Council, aims to prevent vehicle crashes and reduce injuries and deaths on national park roads. The contractor will be responsible for conducting a literature review, practitioner interviews, field investigations at up to 10 locations, analysis of speed management strategies, and documentation of findings. The contractor will also be required to travel to investigation sites, facilitate virtual meetings, submit deliverables electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP), and comply with Federal Travel Regulations for travel and lodging. The period of performance for this contract is 780 calendar days after contract award, and the place of performance includes onsite inspections at investigation sites and virtual meeting presentations.
