Warping Capstan #3

Background
The Norfolk Naval Shipyard is issuing this contract for the testing of Warping Capstan #3 on the USS Dwight D. Eisenhower (CVN-69). The objective is to ensure the satisfactory operation of the Warping Capstan, which is critical for mooring and towing operations. This contract aims to provide a thorough assessment of the capstan's performance under various load conditions.

Work Details
The contractor is required to perform Static, Torsion, No Load, and Rated Load Testing of Warping Capstan #3. Specific tasks include:

1. Providing all necessary materials and equipment for testing.
2. Developing a Process Control Procedure in accordance with NAVSEA Standard Item 009-09.
3. Performing calculations to determine weight compensation for rope friction and submitting a report prior to testing.
4. Completing all necessary paperwork including Technical Work Documents and Test Documents.
5. Conducting tests in the following order: Torsion, No Load, and Rated Load tests, ensuring safety barriers are erected during testing.
6. Monitoring operational criteria such as electric brake temperature, voltage, amperage, and solenoid air gap during tests.
7. Conducting specific tests including Torsion test at 30,000 lbs for at least 10 minutes in both directions; No Load test for specified durations at different speeds; and Rated Load test using calculated weights to verify performance under load conditions.

Period of Performance
The contract period of performance is from February 5, 2025, to May 15, 2025.

Place of Performance
The testing will take place on the USS Dwight D. Eisenhower Forecastle (01-13-0-Q) at Norfolk Naval Shipyard, Portsmouth VA.
