Background
The U.S. Army Corps of Engineers is issuing this solicitation for the site preparation of a replacement emergency generator at Tom Jenkins Dam located in Glouster, Ohio. The goal of the contract is to ensure that the site is adequately prepared for the installation of a new generator, which includes excavation, concrete work, and fencing installation. This procurement is a 100% Total Set-Aside for Small Business.

Work Details
The contractor shall furnish all equipment, labor, supplies, drawings, and supervision to excavate the site and install gravel, a concrete pad, a retaining wall, and new fencing for future generator installation. Specific tasks include:

1. Excavation:
- Locate all utilities prior to excavation.
- Excavate necessary soil to lay base for an 8” concrete pad with a 3% to 10% grade around the pad.

2. Installation:
- Install 3” of gravel (size 304s) compacted to 90%-99%.
- Pour an 8” slab of concrete (5,000 PSI air-entrained with fiber) with proper breaks and rebar for structural integrity.
- Erect a 6 ft high fence enclosing the generator pad with security features including barbwire and double gates.
- Construct a retaining wall using interlocking blocks where soil was removed from the hillside.

3. Restoration: Restore disturbed areas to pre-project conditions including proper trench refill and seeding with specified grass mixtures.

4. Environmental Protection: Comply with all applicable environmental laws during construction activities.
