This Sources Sought Notice is being issued for information and planning purposes only. This is NOT a solicitation or request for quote (RFQ). This is NOT a request for proposal (RFP). The purpose of this notice is to gain knowledge of potential businesses with the capability to provide a temporary, modular, building complex that can be used as a medical, clinical space for up to five (5) years at the St. Cloud, MN VAMC. Market Research is being performed to determine if there are qualified Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business firms, or Other Than Small Business firms, able to provide the modular space with a rental/lease for a base period of one-year, plus four (4) one-year option periods. The NAICS Code 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing, is applicable to this acquisition, the size standard is $40 million. Responses must be sent via email to teresa.kohlbeck@va.gov. subject line must include: 36C26323Q0687 Modular Medical Clinical Space, Project: 656-23-900 Description of Requirement The scope of work includes the design, complete assembly, delivery, installation, and completion of all utility connections of a modular building complex, approximately 5300 SF, at the St. Cloud VAMC. The site has been previously prepared for the installation of a modular structure; all footings, concrete pilasters, and utilities including water, electricity, phone, data, fire alarm and building automation control systems are in place and prepared for final connections by this contract. It is the responsibility of the contractor to complete the connections of the above-mentioned utilities and structural supports to the modular structure. All furnishings and equipment will be provided by the St. Cloud VAMC. However, the contractor shall arrange all utilities and supporting equipment to align with the modular building floor plan. All existing utilities and footings were previously installed to support a previous modular building that was in place from 2018 to September 2023. The new structure will utilize the existing utilities and footings; all connections to these items will be the responsibility of this contract. It is the responsibility of the selected building supplier and contractors to review the site to ensure that all utilities and structural items will be suitable for use. Any alterations to the site including utilities and structural support will be the responsibility of this contract. The contractor shall provide all maintenance of the building including but not limited to battery and filter changes. The contractor shall respond to all warranty and service requests within 24 hours of the initial request. This requirement is for the rental/lease of the modular building and includes a one (1) year base period plus four (4) one-year option periods. The base period will begin when the delivery and setup of the modular building is completed, and building is ready for occupancy. At the end of the rental/lease period the contractor shall remove the trailers and all supporting utilities back to their origin including all electrical items to the existing pad mounted electrical cabinets, remove plumbing to existing curb stop, remove waste line to existing wastewater pump, remove data lines to existing pad mounted cabinet. Anticipated Period of Performance: Design, complete assembly, delivery, installation, and completion of all utility connections of a modular building complex - 150 calendar days from contract award date. Rental/lease of Modular Building - base period of one (1) year, plus four (4) one-year option periods. Dismantle and removal of Modular Building - 45 calendar days to complete work after end date of the rental/lease.
