(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with FAR Part 13 and additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) Solicitation number 140R2025Q0008 is issued as a Request for Quote (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-01 as of November 12, 2024.
(iv) This acquisition is a total small business set aside. The NAICS code is 532490 and the size standard is $40 million.

Background
The Bureau of Reclamation, part of the Interior Region 10 in California-Great Basin, is issuing this solicitation for scaffolding rental services necessary for the repair of Shasta Dam Penstock 5. The contract aims to address recent issues with water leakage identified during internal investigations, necessitating access to specific locations within the penstock for repairs.

Work Details
The contractor shall provide all labor, tools, special tools, safety equipment, transportation, and consumable materials required to complete the work as specified. The scope includes:

1. Design and erect OSHA compliant scaffolding inside a 15-inch diameter penstock at locations where drilled holes have been identified.

2. Ensure scaffolding can fit through a 24-inch diameter manhole and is designed to friction mount to the inside of the penstock.

3. Erect scaffolding tall enough for workers to reach all holes for repair and verify all dimensions prior to erection.

4. Coordinate delivery, unloading, erection, dismantling, and unloading with the Bureau of Reclamation.

5. Provide a final schematic plan identifying dimensions and methods for handling steep slopes and uneven ground.
