Solicitation for Home Oxygen Services to support veterans within the Veterans Integrated Services Network (VISN) 15.

Amendment reflects the following Changes:

New pricing spreadsheet dated 1-11-2023 that reflects changes to the estimates based on implementation of the PACT Act

Change the NAICS Code from 621610 to 532283 - Home Health Equipment Rental with a size standard of $36 million.

Provide answers to vendor questions and delete a VAAR clause and add a VAAR clause.

New due date for proposals.

Expected Period of Performance to start 1 April 2023.

Background
The solicitation is for Home Oxygen Services to support veterans within the Veterans Integrated Services Network (VISN) 15. The acquisition of home oxygen services is being initiated to provide Home Oxygen services to Veteran beneficiaries serviced by VISN 15. As of January 2022, VISN 15 has approximately 5,300 beneficiaries on home oxygen and 113 on ventilators. The total number of patients fluctuates each month due to patients being added/removed from the program.

Work Details
The contractor is required to provide designated experienced personnel, required training, equipment, and labor for the setup, installation, and management of Home Oxygen and Ventilation services to Veteran beneficiaries serviced by the VISN 15 VA Health Care System. The contract will be for a five-year Period of Performance.
The services shall be performed in the veteran's place of residence within the geographic areas served by VISN 15 VA Medical Centers.

Period of Performance
The expected period of performance shall commence on or about 01/01/2023 and expires 12/31/2027.

Place of Performance
All services shall be performed in the veteran's place of residence within the geographic areas served by VISN 15 VA Medical Centers.
