Background
The 19 AF/JA at Joint Base San Antonio - Randolph (JBSA Randolph) is conducting market research for Virtual Reality Litigation Training.

The purpose of this Request for Information (RFI) is to query the market for potential interested, capable, responsible, and qualified small businesses that can provide the services.

Work Details
The contractor will provide courtroom legal scenarios training for litigators using virtual reality with AI-directed avatars powered by a large language model (LLM).

The training will be delivered through a web-based platform that allows audio or text inputs from trainees. The customer will supply example courtroom scenarios and applicable legal explanations, which the contractor will use to build simulated scenarios. Additionally, the contractor will generate further similar scenarios through LLM to facilitate more training repetitions.

Simulation capabilities must include a courtroom background with roles such as judge, defense counsel, prosecutor, witness, and jury. Avatars in the simulation should be able to provide audio/verbal responses to trainee inputs, with closed captioning available.
