THIS ANNOUNCEMENT IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY.

INTRODUCTION

This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). The U.S. Army Test and Evaluation Command (ATEC) is seeking industry feedback and interest regarding Video Teleconference (VTC) Maintenance and Repair. The result of this market research will contribute to determining the acquisition strategy. Strongly encouraging 8(a) firms to participate.

PROGRAM BACKGROUND

The mission of the ATEC is to obtain maintenance and life cycle replacements for fourteen (14) conference rooms, as well as life cycle replacement of equipment and on-call repairs and services. The conference rooms are located on Aberdeen Proving Ground installation in Aberdeen Proving Ground, Maryland.

REQUIRED CAPABILITIES

This service includes the maintenance and life cycle replacements for fourteen (14) conference rooms, as well as life cycle replacement of equipment and on-call repairs and services. The contractor shall provide all labor, materials, equipment, tools, quality control, inspections, and items necessary to provide to perform IAW PWS.

QUESTIONS

  1. Please provide a capability statement of the firm. Capability statement shall include, but not limited to: Contact Information (including firm's socioeconomic status), Core Competencies, etc.
  2. Please provide an estimate of total labor hours required for a period of one year to support the maintenance and life cycle replacements for fourteen (14) conference rooms as outlined in Section 9 of the Performance Work Statement (PWS). Please provide a cost estimate, including the total amount of labor hours with labor categories required. In addition, provide an estimate of total labor hours required for a period of one year to support the life cycle replacement of equipment and on-call repairs and services as outlined in Section 10. Please provide a cost estimate, including the total amount of labor hours with labor categories required.
  3. Please provide two (2) most recent contract numbers providing maintenance and life cycle replacements for conference rooms.

Background
The U.S. Army Test and Evaluation Command (ATEC) is issuing a Request for Information (RFI) as part of market research to gather industry feedback regarding Video Teleconference (VTC) Maintenance and Repair.

The mission of ATEC is to obtain maintenance and life cycle replacements for fourteen conference rooms located at Aberdeen Proving Ground in Maryland, along with life cycle replacement of equipment and on-call repairs and services.

Work Details
The contractor shall provide maintenance, life cycle replacements, and repair services for the unclassified Video Teleconference (VTC) Systems in fourteen conference rooms. This includes:
1) Providing all labor, materials, equipment, tools, quality control, inspections necessary to perform the tasks outlined in the Performance Work Statement (PWS).
2) Performing quarterly maintenance as described in Attachment A – Quarterly Maintenance Requirements & Health Report.
3) Conducting inspections and tests on VTC systems to identify any inoperable or failing components.
4) Providing telephonic customer service support from 9:00 AM to 5:00 PM EST Monday through Friday.
5) Reporting on-site within 24 hours if issues cannot be resolved over the phone.
6) Supplying a tentative replacement unit for any VTC system that fails during the contract term.
7) Ensuring compliance with cybersecurity standards for all components installed or replaced.

Period of Performance
The contract will be performed over a period of one year with potential options for renewal based on performance and needs.

Aberdeen Proving Ground installation in Aberdeen Proving Ground, Maryland.
