Background
The U.S. Army Special Operations Command (USASOC) is seeking to establish a contract for Vendor Due Diligence support. This contract aims to assist USASOC in identifying, vetting, and addressing potential threats posed by vendors that seek to do business with the Government or are related to Army Special Operations Forces (ARSOF) interests.

The Department of Defense (DoD) collaborates with various U.S. Government departments and allied nations to mitigate national security risks associated with vendor relationships.

Work Details
The Contractor shall provide all personnel, supervision, equipment, supplies, tools, materials, and other items necessary to perform full spectrum vendor due diligence research and analysis. Key tasks include:

1. Conducting full spectrum due diligence to identify vulnerabilities in vendors' organizations;
2. Evaluating vendors' supply chains and inter-commercial relationships;
3. Analyzing digital architecture access and legal/regulatory compliance;
4. Assessing financial stability and general business reputation;
5. Identifying potential Foreign Ownership, Control or Influence (FOCI);
6. Providing up to 120 initial vendor due diligence reports;
7. Delivering digital and hard-copy assessment reports for various entities;
8. Conducting supplier ecosystem illumination and business ecosystem analysis;
9. Applying advanced network analysis theory;
10. Executing detailed commercial, financial, and operational diligence including Beneficial Ownership Analysis;
11. Reporting on supplier FOCI risk;
12. Monitoring substantial changes in vendors' business structures.

Period of Performance
The anticipated period of performance is from September 30, 2025, to September 29, 2030, covering a base year plus four additional years.

Place of Performance
Work will primarily be performed at the Contractor's facility with occasional meetings at the United States Special Operations Command (USASOC), located at Fort Liberty, North Carolina.
