Vehicle Rentals (Beale AFB Airshow 2025)   2

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.

(ii). FA468625Q0014 is issued as an RFQ.

(iii). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.

(iv). This will be solicited as a Set-Aside Status: 100% Small Business set-aside, with an associated NAICS code 532111 Passenger Car Rental and Size standards in millions of dollars $47,000,000.00.

(v). A list of line item number(s) and items, quantities, and units of measure is identified in RFQ Combo_ Vehicle Rentals (Beale AFB Airshow 2025) Prices/Costs. Offerors shall return completed as part of quote submission.

(vi). This Requirement is to procure Vehicle Rentals for the execution of the 2025 2-day Air & Space Expo, as defined in the associated Statement of Work (SOW) for Beale AFB (BAFB), CA. The offeror shall provide a total of 68 Gas Vehicles at a minimum, consisting of 51 - 4 passenger, Gas Standard Car's, 17 Minivans or Full-size SUVs and additional option from 1 to 10 - 4 passenger, Gas Standard Car's (The Government has the right to increase the quantity by increments of 1 up to a maximum of 10 additional vehicles No Later Than 26 May @ 1630). The Contractor shall deliver the 68 Gas Vehicles by 5 June 2025 at 9:30 AM PST to Beale AFB, CA. The Contractor is responsible for ensuring all 68 Gas Vehicles will be fully serviced and fueled, readied for delivery and pickup in accordance with all applicable laws and regulations. At delivery the government will not provide Individual licenses. The contractor Vehicles shall be picked up from Beale, AFB by noon on Monday, 9 June at the designated location which is still to be determined. The government will not provide Individual licenses and will work out with the contractor on any additional information needed will be provide prior to delivery of the vehicles. The Contractor shall provide a guarantee all rental vehicles will be in full operational condition and provide replacements for any breakdowns within 4 hours. The contractor will be working with BAFB organizations, to include the Air Show Director, Air Show deputy Director, Air Operations Team and all necessary agencies/personnel as needed. The contractor shall provide personnel, equipment, tools, materials, supervision, and other items and services necessary to provide the services and support as required to meet the stated objectives and accomplish work required under this SOW.

(viii). The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.

(ix). The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition and the specific evaluation criteria to be included is identified in RFQ Attachment 1 - FA468625Q0014.

(x). Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer, is identified in RFQ Attachment 1 - FA468625Q0014.

(xi). The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.

(xii). The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Products and Commercial Services, applies to this acquisition and the additional FAR clauses cited in is identified in RFQ Attachment 1 - FA468625Q0014 are applicable to the acquisition.

(xiii). There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) necessary for this acquisition.

(xiv). The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable.

(xv). Offers are due Thursday, 24 April 2025 at 10:00 am PST to the POCs listed below.
