THIS IS A SOURCES SOUGHT NOTICE FOR VEE SMOKE SCHOOL AT EIELSON AIR FORCE BASE, ALASKA.

Contractor shall furnish all labor, certificates, testing supplies, tests equipment, and test materials in order to provide approved certification of the per Environmental Protection Agency (EPA) training guide EPA-600/4-77-027b, dated February 1984, specifically Visual Emission Method 9.

The anticipated North American Industry Classification System (NACIS) code is 611430. The Government is contemplating a Firm Fixed Price (FFP) contract.

If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.

No reimbursement will be made for any costs associated with providing information in response to the Sources Sought or any follow up information requests. Respondents will not be notified of the results.

The information requested will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. The following information is requested from interested offerors:

Background
The solicitation is for a VEE Smoke School at Eielson Air Force Base, Alaska. The contractor is required to provide initial and refresher certification for various Eielson AFB personnel for the EPA Visual Emission Method 9. The estimated minimum and maximum number of personnel for each six-month class are specified, along with the tentative schedule for requesting classes. The government will provide base access, classroom, location for field testing, and land for storage of testing equipment as required. It is noted that the storage site will be outside and equipment will be subject to -40 degree weather and colder for potentially extended periods of time.

Work Details
Contractor shall furnish all labor, certificates, testing supplies, tests equipment, and test materials in order to provide approved certification of the per Environmental Protection Agency (EPA) training guide EPA-600/4-77-027b, dated February 1984, specifically Visual Emission Method 9. The contractor shall provide initial and refresher certification for various Eielson AFB personnel for the EPA Visual Emission Method 9. The estimated minimum and maximum number of personnel for each six-month class are specified.

The contractor is also responsible for providing study material and tests for classroom portion of training, field testing to ensure observer can meet requirements, and providing certificates upon successful completion of training.

The contract will be performed at Eielson Air Force Base in Alaska.
