Vapor Degreaser System Cleaning and Acid Neutralization

Background
The contractor shall provide all travel, materials, parts, tools, equipment, disposable supplies, personnel, and supervision necessary to perform two cleanings and acid neutralization of the vapor degreaser system in the Advanced Metal Finishing Facility (AMFF) located in building 20128 for the 402d Commodities Maintenance Group (CMXG) at Robins Air Force Base, Georgia. The Baron-Blakeslee ZV-10.35SH-EW (S/N 210758) Industrial Vapor Degreaser and connected Solvent Still located in Building 20128 use perchloroethylene heated through coils containing hot oil to produce a vapor that, when in contact with contaminated metal parts, causes the contaminants to disassociate from the metal with a resulting clean part. Due to an imbalance in the vapor degreaser chemistry, the chemical perchloroethylene becomes acidic which makes it ineffective in the cleaning process. As a result, the industrial vapor degreaser system requires periodic cleaning and acid neutralization.

Work Details
The contractor shall provide industrial vapor degreaser system cleaning services twice during the term of the contract. The vapor degreaser system cleaning shall be scheduled in advance with Representative listed in paragraph 4.1.

The Contractor shall complete the following tasks:
- Perform a complete cleaning of all vapor degreaser surfaces, connected still, and associated equipment to remove rust, oxidation, acid deposits and accumulated chemical and sludge deposits;
- Apply a solution to neutralize chemicals and remove all acid residue;
- Thoroughly rinse system with 1,600 PSI pressure washer and dry the entire system after cleaning;
- Check safety thermostats for proper set points and ensure they are operating correctly;
- Ensure the system has the required labeling to include danger labels, caution labels, and operating instructions;
- Safely dispose of all chemicals and other hazardous substances and materials in appropriately marked containers furnished by Robins Air Force Base.

Period of Performance
The period of performance shall be (1) one year and (1) one option year which shall include (2) separate cleanings per year of the vapor degreaser and associated solvent still.

Place of Performance
The work will take place in building 20128 at Robins Air Force Base, GA.
