Description

Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source order to Northrop Grumman Systems Corporation (NGSC), Melbourne, Florida (FL) under a Basic Ordering Agreement (BOA) to redesign the Motor Controller (MC) High Power Switch Module(s) (HPSM) of the Vapor Cycle System (VCS), for the E-2D aircraft.

This acquisition is being pursued on a sole source basis to NGSC (CAGE 70974) under the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. As the incumbent contractor NGSC has the manufacturing knowledge and experience required to fulfill this requirement within the time required.

As the sole designer, developer, and manufacturer of the E-2D aircraft, NGSC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy the agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. All responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
