Background
The Department of Veterans Affairs (VA) is seeking to establish a single award contract for Basic Life Support (BLS) and Advanced Life Support (ALS) Ground Ambulance Services for the El Paso Veteran Affairs Health Care System (ELPVAHCS).

This acquisition aims to provide essential ambulance transportation services to eligible veterans and beneficiaries within the ELPVAHCS catchment area, ensuring compliance with applicable laws and regulations.

Work Details
The contractor shall provide all vehicles, personnel, and equipment required to deliver BLS and ALS ambulance services 24 hours a day, 7 days a week, including weekends and holidays. Specific responsibilities include:
- Providing management, equipment, vehicles, and personnel necessary for BLS transport throughout various cities/counties in Texas.
- Furnishing bariatric equipment and stretchers as needed.
- Adhering to all current Texas laws and regulations regarding ambulance services.
- Responding to emergency calls with a maximum response time of 1 hour for standard requests and 20 minutes for STAT notifications.
- Ensuring timely pick-up and delivery service for veterans, including maintaining communication between dispatch centers and transport vehicles.
- Handling patient transport logistics including the provision of oxygen storage during transport, compliance with HIPAA guidelines for medical records, and accommodating certified service animals.
- Notifying the Contracting Officer's Representative (COR) of any unusual events or incidents within specified timeframes.
