Background
The Department of Veterans Affairs (VA) is seeking non-emergent Wheelchair Transportation Services for the South Texas Veterans Health Care System (STVHCS). The scope of work includes wheelchair van services and the contractor will also provide an on-site Transportation Coordinator for the Audie Murphy VA Travel Department. The contractor will be responsible for providing all management, equipment, vehicles, and personnel necessary to meet all wheelchair transport requirements throughout various State of Texas counties for eligible Department of Veterans Affairs, STVHCS beneficiaries. The contract will strictly adhere to all current laws and regulations applicable to the state of Texas unless supplemented to exceed those requirements as specified in the solicitation.

Work Details
The contractor shall provide patient pick-up for trips within specific timeframes, warm hand-off services, and transportation services for specific medical needs such as dialysis, hematology or oncology, radiation, and oxygen patients. The contractor must maintain credentials and certifications from the Texas State Department of State Health Services (DSHS) and provide a record of each employee's license, certifications, and other required qualifications to the Contracting Officer (CO) and Contracting Officer's Representative (COR) with the contract proposal and twice per year. The contract also includes performance standards and monitoring requirements such as providing real-time data entry of approved transports for veterans, ensuring patient safety standards are met, maintaining patient safety records, and documenting performance.

The ordering period for this single award Indefinite Delivery Indefinite Quantity (IDIQ) contract is from 01 April 2023 to 31 March 2028.
