Background
The Department of Veterans Affairs (VA) is seeking to establish five (5) Indefinite Delivery Indefinite Quantity (IDIQ) contracts to provide scheduled Air Ambulance Broker services for eligible VA beneficiaries.

The goal of this contract is to ensure timely and efficient air ambulance services for Veterans Health Administration (VHA) beneficiaries across the United States, including various territories.

Work Details
The contractor will be responsible for arranging air ambulance services 24/7, including holidays, specifically for scheduled transports initiated by the VA.

Key tasks include:
1. Transporting patients requiring Advanced Life Support (ALS) or designated as critical care transport with at least two licensed medical personnel on board.
2. Establishing air ambulance arrangements within 60 minutes for On Demand requests and within 90 minutes for Standard requests.
3. Maintaining detailed records of each operation for five years, including patient details and flight conditions.
4. Ensuring compliance with federal safety regulations and maintaining communication regarding flight status and any deviations from the planned itinerary.
5. Utilizing the VetRide Vendor Portal or VA-Initiated Transportation Software for all transportation requests and invoicing, ensuring timely submission of claims within 30 days post-service.

Period of Performance
The contract will be effective from February 1, 2025, through January 31, 2030, with potential extensions.

Place of Performance
Services will be performed throughout the entire Contiguous United States (CONUS), Alaska, Puerto Rico, Hawaii, American Samoa, Guam, Saipan, the Philippines, and US Virgin Islands.
