Background
The Department of Veterans Affairs Network Contracting Office 10 is soliciting quotes for wheelchair van and car for hire (taxi) transportation services for the LTC Charles S. Kettles VA Medical Center located in Ann Arbor, MI, and its Community Based Outpatient Clinics.

The goal of this contract is to provide non-emergent patient transportation services to eligible beneficiaries and their attendants, ensuring safe and reliable transport for medical appointments.

Work Details
The Contractor shall furnish wheelchair van and car for hire (taxi) transportation services on a 24/7 basis for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract.

Services include:
- Transporting eligible beneficiaries and their attendants, escorts, and caregivers from the Ann Arbor VA Health Care System to various medical facilities;
- Ensuring safe transport of personal belongings;
- Providing transportation both locally and from outlying areas;
- Notifying the Contracting Officer Representative (COR) if unable to provide required service;
- Maintaining sufficient vehicles and qualified personnel to meet estimated annual requirements;
- Adhering to infection control precautions as outlined by the CDC;
- Submitting invoices monthly.

The Contractor must also develop a Quality Control Plan (QCP) approved by the Government, which will be overseen by a Quality Assurance Surveillance Plan (QASP).

Period of Performance
The contract will be performed over a five-year period, with specific task orders issued for funding during each ordering period.

Place of Performance
The services will be performed primarily at the LTC Charles S. Kettles VA Medical Center in Ann Arbor, MI, as well as its Community Based Outpatient Clinics located in Michigan and Ohio.
