Background
The Department of the Interior (DOI), through the Interior Business Center (IBC) and Acquisition Services Directorate (AQD), is seeking to provide exclusive use helicopter flight services in support of the National Park Service (NPS). The goal of this contract is to facilitate transportation for personnel and cargo related to government projects, resource work, fire management, and search and rescue missions.

Work Details
The contractor will operate and maintain a helicopter for various missions including but not limited to: short-haul operations, search and rescue (SAR), fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, law enforcement surveillance, and other administrative activities.

The contractor must provide a helicopter along with necessary personnel including a Pilot-in-Command (PIC) with a relief pilot, a fuel service vehicle driver with a relief driver, and a mechanic with a relief mechanic. Additionally, the contractor must supply one fuel servicing vehicle and two fuel cache trailers.

The helicopter must meet specific requirements such as seating for five passengers (excluding pilot), a non-jettisonable payload capacity of 450 pounds at specified conditions, turbine engine powerplant, skid type landing gear, crash-resistant fuel system, and an airspeed capability of 155 knots Vne at sea level.

Period of Performance
The contract will have a one-year base period starting from March 1, 2025, with four additional one-year option periods extending until February 28, 2030.

The designated base for operations is Enumclaw, WA.
