Background
The National Oceanic and Atmospheric Administration (NOAA), specifically the National Marine Fisheries Service (NMFS) and its Northeast Fisheries Science Center (NEFSC), is seeking to conduct research related to Atlantic surf clams. The NEFSC Milford Laboratory's Ocean Acidification work plan requires the collection of water samples and live clams from their habitat along the south shore of Long Island. This research aims to understand how ocean acidification impacts surf clam growth rates, providing critical data for effective management of the species.

Work Details
The contractor shall provide a charter vessel equipped with a clam dredge, including all necessary fuel, trained labor, equipment, supplies, and quality control measures. The specific tasks include:
- Chartering a vessel with fuel charges to dredge for surf clams, targeting approximately 100 live clams per trip in August 2024 (CLIN 0001).
- Chartering a vessel with fuel charges to dredge for surf clams, targeting approximately 100 live clams per trip in November 2024 (CLIN 0002).
- Chartering a vessel with fuel charges to dredge for surf clams, targeting approximately 100 live clams per trip in February 2025 (CLIN 0003).

The contractor must ensure that all personnel are fully trained and qualified, knowledgeable about contract requirements, and capable of performing tasks safely and professionally. Additionally, the contractor is responsible for any damage caused by their personnel to government property. Special qualifications include maintaining a Shellfish Digger Permit and Vessel Endorsement from the New York Department of Environmental Conservation.

Period of Performance
The contract will be performed from August 1, 2024, to March 1, 2025.

Place of Performance
Coastal waters off southern Long Island from Moriches to Shinnecock Inlets.
