Boat ramp and barging support services at Statue of Liberty National Monument and Ellis Island
Background
The National Park Service (NPS) Statue of Liberty National Monument and Ellis Island (STLI) is conducting market research to determine availability of firms that can provide boat ramp and barge services. The primary objective of the boat ramp and barge service contract is to provide transportation for the solid waste trash contractor vehicle, and trash refuse containers, to and from Liberty Island and to provide a boat ramp to facilitate the transfer of the vehicle and containers from the barge to land. In addition, barge services may sometimes be required to transport NPS materials and equipment between the Ellis Island fuel dock boat ramp and Liberty Island Beach landing.

Work Details
The contractor shall provide all labor, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services necessary to perform the services as defined in this SOW. The contractor shall perform to the standards in this contract. The contractor shall provide marine barge services using a vessel capable of transporting a solid waste roll off refuse compactor truck (66,000 lbs.) from a contractor identified boat ramp to Liberty Island and return with either a full 25-cubic yard refuse compactor or 30 cubic-yard container full of non-hazardous debris. Contractor shall provide a vessel capable of safely transporting NPS equipment, tools, containers, and palletized cargo between the Ellis Island fuel dock boat ramp and the Liberty Island Beach Landing. All employees shall be recognizable as employees of the contractor by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges which show the contractor’s company name and employee name.

Period of Performance
The period of performance for this Indefinite Delivery/Indefinite Quantity (ID/IQ) contract is for a five (5) year ordering period as follows: Anticipated Ordering Period: July 1, 2023 – June 30, 2028

Place of Performance
All vessel work related to waste removal will be completed between the (contractor identified boat ramp location) and the Liberty beach landing located at Liberty Island, New York, NY 10004.
Vessel work related to general barge assistance to NPS will be completed between the Ellis Island fuel dock boat ramp and Liberty Island beach landing.
