The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-24-R-4430 for the execution of the FY25 USS WASP (LHD 1) SRA. This availability includes a combination of maintenance, modernization, and repair, and will require a highly capable contractor with substantial facilities, to include capable pier (for the applicable ship class) as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization. This availability is solicited on a coast-wide basis on the East Coast under a single solicitation, and a single contract to complete this availability is expected to be awarded to one contractor. Based on the complexity, magnitude and duration of the requirement, the Government market research indicates there is not a reasonable expectation that Offers will be obtained from at least two responsible small business concerns and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)).This solicitation is issued electronically via SAM.gov and interested parties must comply with this announcement. Interested offerors should monitor the SAM.gov page for the release of the solicitation and any applicable amendments, thereafter. Background
The Naval Sea Systems Command (NAVSEA) has issued solicitation N00024-24-R-4430 for the execution of the FY25 USS WASP (LHD 1) SRA. This availability includes a combination of maintenance, modernization, and repair, and will require a highly capable contractor with substantial facilities, to include capable pier (for the applicable ship class) as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization. The availability is solicited on a coast-wide basis on the East Coast under a single solicitation, and a single contract to complete this availability is expected to be awarded to one contractor.
Work Details
The work includes various tasks such as Availability Preparation, Advanced Material Procurement, CDRLs, and several options for repair and alterations onboard USS Wasp (LHD 1) during FY25 Selected Restricted Availability (SRA). The Contractor shall provide all labor, materials, facilities, supervision and equipment to meet the requirements outlined in Section C – Statement of Work. The work also involves providing support services for various systems such as Command and Control Processor (C2P), Automated Digital Network System (ADNS), Enhanced Manpack UHF Terminal (EMUT), Satellite Signals Landing System (SSLS), Rolling Airframe Missile (RAM) MK 31 Mod 5 Guided Missile Launching System (GMLS), High Frequency (HF) Terminal Modification Upgrade, Next Generation Fathometer (NGF) Backfit Phase I, Digital Modular Radio (DMR) Integrated Waveform (IW) and Mobile User Objective System (MUOS), Real Time Spectrum Operations Own Force Monitoring (RTSO OFM), Automated Identification System V1 Cyber Hardening, NAVAIR Fleet System Array, Enhanced Manpack UHF Terminal Mobile User Objective System Replacement Antenna, Staff Non-Commissioned Officer Sanitary Space Habitability Project Installation, Senior Chief Petty Officer Sanitary Space Habitability Project Installation, Troop Sanitary Space Habitability Project Installation among others.
Period of Performance
The USS WASP (LHD 1) FY25 SRA will begin in February 2025 with an expected completion in February 2026.
