THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract will be awarded from this notice. There is no solicitation, specifications or drawings available at this time, except as noted below.

Military Sealift Command Norfolk has a requirement for the USNS MILLINOCKET (T-EPF 3) for a Deactivation Availability on/about 2 May 2025 for 60 days. The place of performance will be at a Contractor's facility located on the West Coast (California, Oregon, Washington).

While the finalized list of work items is still under development, a list of the notional work package items is attached. The contractor will tow the vessel from Everett, Washington to their facility and then to MARAD designated location.

Please provide a response demonstrating your firm's experience in performing similar work. This procurement will be solicited under NAICS Code 336611, Ship Building and Repair, which has a size standard of 1,300 employees. Indicate if your company is a large or small business, and if a small business, indicate if you fall within any of the further classifications (HUBZone, SDVOSB, WOSB, etc.)

Please provide your response to this sources sought notice by 10:00 a.m, Norfolk, VA time on November 20, 2025. Submissions may be made by e-mail to david.j.luca.civ@us.navy.mil. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government as to the extent of shipyards available for this procurement. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.

Background
Military Sealift Command Norfolk has a requirement for the USNS MILLINOCKET (T-EPF 3) for a Deactivation Availability scheduled to begin on/about May 2, 2025, lasting approximately 60 days.

The mission of the Military Sealift Command is to provide strategic sealift and ocean transportation for the Department of Defense and other government agencies. The goal of this contract is to ensure the proper deactivation of the vessel, which includes a series of maintenance and safety tasks.

Work Details
The contractor will be responsible for towing the vessel from Everett, Washington to their facility and then to a MARAD designated location.

While the finalized list of work items is still under development, the notional work package includes:
- General Services and Requirements such as project planning, monitoring, delivery and redelivery, access and security, hazardous waste disposal, and fire protection.
- Hull and Structural tasks including underwater hull inspection and cleaning, dehumidification system maintenance, and towing preparations.
- Propulsion Machinery lay-up procedures including main engine lay-up and waterjet steering removals.
- Electrical tasks such as UPS battery removal.
- Communication and Navigation equipment removal including antennas and bridge navigation equipment.
- Auxiliary Machinery deactivation including AFFF system deactivation and cargo crane decommissioning.
- HVAC system lay-up procedures.
- Drydocking tasks such as renewing various anodes.
